Load adsense without javascript?

Maybe a stupid question, but is it possible to load adsense without javascript so that visitors that block js will still see the ads ? Loading the ads from another location or whatever.

 

i think its not possible but somehow you manage to do so , it will account for manipulation of code and then banning

 

i think it's not possible for a normal user .

does anybody knows that it's possible for premium users or not?
