It is in the list, which can be found here. So I guess he/she can register for a Paypal account. :)

Why would he use a US bank account if he livs in Vietnam? He must use a card in Vietnam that has Mastercard.

he can transfer money to US bank and withdraw by his card not only in Vietnam but anywhere, so what he needs is all files to upload to PayPal in case his account has limited access, for me moneybookers is okay too :D

I've tried to find any payment gateway to help my clients because my business is located in Vietnam and my clients are often located in America, Australia and Europe but I failed. I am Vietnamese so I can register a Paypal account but I cannot withdraw money or put money to my paypal account. I only can send the money or buy something. It is really inconvenient.
I also tried to use my UK friend's debit card but then the ATM in Vietnam kept the card in the machine and destroyed it.
I think moneybookers is possible but I have never used it. Also Xoom but xoom only accept credit card issued in Australia. Otherwise, you can use Western Union to send money.

One of the reasons I heard from these international payment gateways is they are afraid of fraud in our country but if they think that it would be that. If they think not, it would be not. If they do not give a chance, how do they know? I think they need to change soon if they want to show that they are international!!!
