XML is a markup language for creating other languages. RSS is one of these languages that was created with XML for the purpose of syndicating text information between Web sites and special aggregation software (called RSS readers). It's also used nowadays to syndicate content between Web sites (from one site to another), usually via a server-side programming language (like PHP or ASP) that takes the feed and converts the XML data into HTML, which is then embedded directly into a Web page.

As for software, I use My Yahoo! to read feeds, since I never know what computer I'm going to be on at any given time (my own, my brother's, a library computer, and so on). As for writing them, I used to write them by hand, but am now looking at PHP and MySQL to relieve me of that workload. Fortunately WordPress (a content management system geared towards bloggers) does this for me no questions asked.

As for sites without an RSS feed that I visit routinely (like my local newspaper's Web site), I just go to the Web site the old fashioned way.
