    There can't be that many, but the Library of Congress was one of them last time I checked.

    They said to send my site URL to their gardening links if I ever became non-profit like after retirement. :D

    I haven't seen PR9 sites, but after testing some sites, I know that CNN and Microsoft are PR10s. Good luck getting into those kinds of sites, though. :D

    This is a list of pr10 website but they might have a list of pr9 websites as well.

    ANS:-
    YES if you want to find PR9 sites then go to some .gov, .org, .edu sites they have very good page rank. and other very popular sites like Google, Yahoo, MSN, like defenselink.mil, army.mil etc.

    That's kind of a neat directory, but I noticed that several of the listings they have are incorrect and the pagerank of those sites has since changed.
