    Not true, I'm afraid. I am advertising my work sites on a popular site here in New Zealand. A bit like NZ's version of Yahoo! The advertising's been taken up for referred traffic and not for PR. BUT, although the links are redirects Google is still picking them up and even showing them in the "link:" results. Google has been recognising redirects for a while now and there is no proof to show that these do not pass PR.

    He only accepts sites that don't require a reciprocal link, yours apparently does require a link back.

    Yes, Free as in not costing money, that it is.

    My point was that he only accepts directories that don't require the link back.

    From his website..
    "At present there are 190 directories that are general, free, non-reciprocal and most importantly SEO Friendly. "
