First off lets say cheaper is not always better.
There are popular ppc's that claim they have a 1 cent bid. This is true but with the popular ppc's you are competing with hundreds if not thousnads of people trying to get noticed so you end up paying 20 to 30 cents per click.

Then you have to deal with the traffic. Many of these engines use traffic from other sources(just like Adsense) BUT they are not regulated and you will end up getting a lot of junk traffic.

So in the PPC world it is all about trial and error. Best place to start is a site that focuses on ppc engines like payperclicksearchengines.com

Then after you find the names of the ppc search engines do a search for +"name of engine" +scam or +"name of engine" +ripoff and see if they have lots of people bad mouthing them. This allows you a little bit of knowledge before investing some money in the engine.

Finally make sure they have traffic. Check out the google page rank and alexa rating. If they have traffic then you can bid and hope to get the traffic.

EDIT: Do Not get suckered into investing the max to get the "FREE Money" often ppc search engines offer you a 10%-50% kickback on first deposit. They want you to deposit $100 and give you $10 to $50 of free traffic. It seems tempting but stick with the low amounts when TESTING search engines. Most PPC's do not offer a money back guarantee if you don't like the traffic or there is no traffic. So you will be stuck with $100 of your dollars in limbo or just wasted.

Cheapest PPC Search engines don't convert due to click-fraud. From first-hand experience. It will hardly be proftiable/worth your time. Just look at these PPCs for a sample list with you WANT to advertise.

    Google
    Yahoo
    MSN
    ASK
    Business
    LookSmart <--Low cost to converstions!
