link wheels are basically a mini natwork of web 2.0 pages linked to each other. it is OK to use web 2.0 sites and pages for building backlinks and get more exposure to your site, but so called link wheel is not a recommended safe link building method. google eventually will see through it and will realize that they are are linked pages that are eventually linking to one site. you are basically building a link farm which may get penalized by google over the long run. also, most link wheel sellers on the forum use same content to setup multiple web 2.0 pages which is not suggested either.
