I would just naturally build links as both strategies could get you penalised in the future.

If you read the latest blog post over at Google, http://googlewebmastercentral.blogspot.com/2012/04/another-step-to-reward-high-quality.html They are rolling out with another update that is going to devalue web spam. This includes linkwheels and backlink pyramids, so you may want to rethink that structure a bit. Of course they are not going to eliminate these types of link building techniques and they won't be able to stop them. However, these updates show that they are getting consistently better at improving their algo and improving the SERP results. If your long-term success is important to you then you might want to start looking at white hat SEO and guest blogging for links. If you build a solid link structure for your sites, you won't have to worry when these updates roll out that you are going to be affected.

I agree that if you dont want to risk getting deindexed I would only stick to slow, white hat link building.

Neither, instead head over to SEOMoz (not just the main blog, but also UGC) and Search Engine Land. You'll learn about some good strategies there that won't get Google's Panda biting chunks out of your rankings.

according to the new google panda update there will b some penalty for the sites who are having any of these two services, i would strongly recommend you go for the natural link building

No, it was about on-page, not the BLs. It wasn't labelled as a Panda update. Pop over to Search Engine Land and WebProNews to read more about it.

(In fact, you will realise from comments on those sites - plus some BH forums - people with spammy BLs haven't been hurt, if not even done well.)
