I would think it would cost. It makes sense really unless it is free and you have to deposit a minimum to get started. The reasons for this is because this is not like a ppc search engine where you can set up an affiliate program on week and finish it the next. They have a lot of affiliates that will join your program and put your ads on their site, write reviews of some of your products and link to them with their affiliate links, etc. only to find that it was a waste of time as you finished the program a week later. I would think infact that you would be in some sort of contact even where you have to be with them for a minimum of 6 months or something. I would think general affiliate networks would work in someway like this.
