no its not true. it can lower the percentage amount of pagerank left to go into your site's inner pages but links offpage do not lower a page's pagerank. links pages are probably devalued, if youre going to use one, call it something else other than "links" or "resources".
I don't think so.. The impact of too many outgoing links definitely lowers the value but, it implies on only that page. Not the whole site.
Well it depends on which page you are placing it! If it is Homepage, then definately it will affect to whole site, but its in page like "resources" or "Links page" then it will impact on the same page and will lower the page rank value....!
it does not lower the page. it lowers the value of the individual links leaving the page. very different.
