Links from my navbar are more valuable than links from my PR4 homepage, why?

OK, so I have website that basically consists of a messageboard and a homepage.

The homepage is a PR4. Now, all the pages on my website you can access from the navbar are ranked as PR3s.

However, all the pages you get to from other links on my PR4 homepage that aren't on the navbar have Zero pagerank.

I have only come to one of three conclusions as to why this is.

    1. Google really likes Navbar links
    2. The spiders aren't able to get past the navbar to the rest of my homepage links; the Navbar is probably the first thing the spiders come to
    3. Since the Navbar appears on each of the thousands of pages of the website, the links get higher ranking, whereas all the other homepage links only appear on the homepage.

I'd like to hear everyone else's opinion on this. I just added one more link to my Navbar today, so the page that link leads to doesn't have a higher PR yet.

Would you guys mind taking a look and letting me know what you think? Thanks!
