There is a lot of domains on the marked now that got the same links from gov.ca.gov. There is something strange here, that domains are PR6 and have almost no other inlinks. Did somebody hack gov.ca.gov or is Arnold getting corrupt ? I am curious whats going on here.

Maybe some corrupt employee? A junior webmaster intern playing smart? Anyway how do you check which sites gov.ca.gov links to?

    I see.

Maybe they are links from a previous life of that site when it was relevant to some content on gov.ca.gov?

Didn't google discount that type of link(inherited from domain sale) anyway?

They was maybe relevant, but many of this domains are sold now. And the domains does not have anything in common except they all got a couple of links from gov.ca.gov. And also some Arnold sites.
