I think it does, if your links are on the blog roll or footer of the site with the desired keyword. Plus, I think the site should be closely related to the niche too. It worked well for me though.
Yeah i do agree and as you said if its closely related niche sometime ppl do exchange for in-content sometimes
it does but its very time consuming process. Google easily find out two way link exchange and its very tough to convince related site for three way link exchange. Alternate of this article submission, directory submission, related forums, blogs, feed submissions and press releases which make sure us for one way link exchange

Inbound links from websites with a similar niche to yours will almost always carry weight on top search engines like Google and Yahoo! and probably will do so until they develop a new protocol and move away from the current http. No matter what people say it's not hard to achieve, SEO has become an industry of its own within the internet market and as such, requires you to put time and effort into it. Your outbound links are valuable, and anytime you have to give a link to get one, you're not gaining much ground. What you want is one way backlinks from high quality, very relevant sites with strong PR.
Yes, I should say Link Exchange does work, but if it is two way link exchange it can affect on your search ranking... I am working on LEGAL website and handling SEO campaign for it, then I came to know my website has ranked on #14 rank in Google for very much quality keyword when I make changes in content and Meta Tags, after that I made few bookmarking submission and directory as well. It come up on #5 rank and then I started link exchange to get #1 position as my client wants it. Link exchanges still work and all but I don't bother much with it. To me, it simply takes up a lot of time having to contact people and all that stuff.
SEOspeaking which ones in order have you found to be most successful, I appreciate it varies between clients although directory submission and article marketing have been my main choices thus far. Although I think their value is may become less and less in the future.....
article submission - getting more and more useless directories - are already useless (except a few like yahoo and dmoz) forums - why would you spam? blog commenting - same as forums - mainly spam
