   Can anybody tell me why I can type in my address http://www.cheap-web-hosting-review.net/Cheap-Web-Hosting.html its go right to the page and if I type it like this http://www.cheap-web-hosting-review.net/cheap-web-hosting.html I get an ERROR 404 - PAGE NOT FOUND.

   It should be fine. Try asking your host, there might be some settings in your ini file that needs to be fixed.
