Linking using the IP Address

I'm trying to link to file on my hosting but I can't seem to get it to work. I was wondering if it is possible o link to a file using the IP address rather than the domain address. I've asked my host but they have not replied and was wondering if anyone can help me out this one.

 

I've never heard of that being an option.

 

Is possible on some hosts : http://123.456.798.012/~username/path-to-file/file.rar
