Linking to Sites with Lower PR affects your site...true?

At least I have never seen that linking to low PR sites causes your's to lower. As a software engineer, I can also not think that google would implement it that way. That would effectively prohibit new sites from being started at all (OK, you'd argue the same for the sendbox, but IMHO that's a different story - I you punish yourself by linking to a site, that would really stop the web from being built).

Link farms, of course, are a totally different story.
