linking to different places on the same page?

    I have just set someone a listing up in my directory and they wanted some
    extra links set up to individual sections all on the same page.
    See the links under their banner on this page for a clearer example of what
    I am talking about,
    Example

    If I was advising them on SEO I would probably tell them to break the page
    up in to individual pages and set the links accordingly, but assuming they
    don't want to do this what are people thoughts about setting the links this way?

    Would google read them all as just going to /services.htm and the fact they
    are going to different sections is irrelevant?

    Could google see /services.htm#102295240 as being different to /services.htm#102658053
    despite the fact they are the same page and create duplicate content problems?

    Would the fact they are linking to /services.htm#number mean they give no
    benefit to the page at all?

    Any other possible scenario?

    Appreciate comments on which of the above is most likely

    After writing, it got me thinking more.
