Linking to an Anchor on Another Page: Does Link Juice Pass to the Whole Page?

Let's say I create an "anchor" on a portion of Page A. Then from Page B of the same website I put a link to that anchor. What about the "link juice"? Does it pass to the whole of Page A? Or is that link juice somehow confined to the anchor portion of Page A?

    Jim,
You take the total number of links on a page, both internal and external, and divide them equally. Let's say you have 10 total links, five inbound and five outbound. One of the inbound links goes to page B. Page B receives 10% of that page's link juice. There is more to it than this, but this is the basic computation. So as you probably already know, mismanagement of linking can totally crash your site or page.

Are you referring to a jump link between the pages? If so, it would be mostly confined to that section.
