Linking homepage to a subpage with keyword

I got this from another site about SEO tips,

"2.) from the home page link off to a subpage with the exact keyword which you are trying to rank for."

Does anybody know more about this technique and if Google penalise it? And does this mean just a blank page with the keyword in it or is the keyword the title of the subpage?

I'm assuming this is about an internal page and not a subdomain.

So, you would just link to that page from the home page using the keyword you want that page to rank for. That page needs to be about that subject and have it in the title, etc. No magic here, just basic on-page/site seo.

 

I have seen some good benefits from interlinking on your own site.
