Do you mean to say that Google puts lesser value on a link that is reciprocal than it does on a one way link? Does anybody have any surcumstantial evidence to this claim? Sounds interesting...
I'd recommend you try different methods, and see which works best for you - in the long term. Sitewides - ie, all same anchor text in a footer works fine in the long term, but you might find more advantage currently in rotating your links and anchors in page footers. Also, there's the "recommendation" page link, which you can see at work at Threadwatch.org in the footer, or the WeBuildPages ad at Wowdirectory.com, which instead points to a specific listing, rather than external link.
