How a link from a website that is banned by google effects in term of optimization.

As for my thinking, it should not have any effect on search engine optimization, because we can never control it. We cannot say a bad website that dont link to my website.

What you think about this. Anybody having any experience like this?

I've heard that it's just ignored for the reasons that you state.

i doubt anything happens, its sometimes impossible to tell if a site has been banned you know, its just normal pr passing, if the site has pr that is

I don’t think a link from banned site has any negative effect on a site. By saying that I also think it would not have any positive effect either.
Imagine if having links from banned site had negative effect, SEO will change completely in negative way. You can just destroy your competitor just linking them in banned sites. Because you can not control who is linking your site and where it is linking.

Nothing will happen. If you ever get top 10 rankings on google for a competitive term, you will find you will be linked to from dozens upon dozens of scraper sites, many of whom will end up getting banned / penalized.

Don't worry - I can't control it - so Google will not penalty you.

But don't put links to banned sites :)

You can check your backlinks whether you link with bad links? Use SEO tool like http://www.backlinkwatch.com/. Check it manually if your site links with bad neighborhood...:)
