You can send out as many as you like as Google are not aware of conversations between you and other webmasters. It is the number of links you actually get which are important and even then I don't honestly think it's something to worry about too much in the case of reciprocal links.

it's depend on you if you have source or budget then you can do as you can but make sure your site is old if you are doing this on your new site then it can harmful and one more thing I want to tell you get links as you can but make sure that work should be continue in future also if you are doing slow or stop then your site going down on serps so my advice is start work normally which you can continue in future
