A link wheel is a black-hat link scheme that is frowned upon in google. Just focus on making your site good, publishing on various sites (article directories, guest posts, etc.) and other honest, organic ways of promoting your site. The minute you start thinking about schemes like this, you're going down a black-hat road. At best, you're wasting your time. At worst, you'll get your sites penalized or bumped in rankings.
I have built a similar scheme called ad rotator. Several sites place ads on each other on a round robin basis. The links are in javascript so invisible to search engines (no penalties with reciprocal issues or PR rankings) buth they do give exposure and visitors - Give it a spin - all comments welcome.
