Link wheels have started to take less and less effect, your better off using the same concept of the link wheel and twisting it, adding extra 'hubs' and having 'ends' (Hubs which don't link on) or create a "open link wheel"
Linkwheels can work to boost rankings, like above poster said, open ended linkwheels are best these days so Google can't detect them. I've used SEOLinkWheelers.com with some success...I can't be bothered to build my own.

I think link wheels are very useful if the content the links are embedded in are of high quality. No duplicate content should be there and they should be well written not just for SEO but so people actually read the articles. One should always keep in mind that people are more important than the algorithm and you will do awesome with a link wheel or any other SEO strategy.
