Yes it will benefit you, but this is time consuming if you as me..I will just continue to market and let links build on there own.
That link will your site in rankings. You might loose some of your visitors if the site is a direct competitor. But if you're doing a better job at presenting the niche you might steal some of his visitors. Link exchanges are meant for exchanging traffic.

I have read that if you have a link from another web page to your site and the owner of the site has put off your link, then you loose PR.

Providing it's a dofollow backlink, then yes it will, but link exchanges are pretty common and google at least can detect them very easily, so you'll need to do a 3+ way exchange.
If the link you are taking is relevant to your site and is of good quality than it is very useful for your site.
Don't run madly after PR. Check other features which are more important than Page rank. Number of links on the page. Prefer 10-50 Cache status page indexed by Google If these are available it will do magic. I bet
