Linking to irrelevant pages may not hurt your rankings but linking to blacklisted sites will not do your SERP any good..

If you link to a site which is obviously not going to serve any purpose for your visitors, why should Google think your site worthy enough to send visitors to ?????

that's right, your pr and serp will get degraded! it is always suggested to stay on a category and keep posting links etc which are relevant to that category only:)

Well what if you use nofollow? That is supposed to let Google bot know that you don't vouche for that site and that the link might just be a paid advertisement.

Using nofollow is a good idea if people need to go to that site.

I don't have hard evidence that PR is decreased for linking to bad neighborhoods, but it would make a lot of sense. Links are part of your page's content and if they're bad links - your page has bad content.

It seems to me than on last PR update a lot of smaller sites selling links on TLA lost 1 PR point (content rich sites, like newspapers, didn't).
