1 quality link is always better than 100 crappy links. by quality I mean, links that have good PR 95 or above) and related to your niche.

well I normally go for quantity, by ding so we have gr8 chances of getting indexed very quickly in 1st page and I normally find out the do-follow .edu or .gov sites by my own methods to get high pr relevant backlinks to compensate quality. hehehhe

in my opinion quality link is better that low quality link, but be a realistic to get a high quality dofollow and also relevant to your niche it's a damm hard to get. So i like both...if i not find a high quality dofollow then i search for low quality link

Links that are related to your niche are much better to get you ranking higher in the serps with less effort.

Do follow, dont follow I find it makes little difference when it comes to related, relevant on topic links. sure you can go and get 1000 backlinks from anywhere but all you do is dilute the overall relevance of links to your site.

I always go for relevent on topic links, every time.

Both have value but for different reasons.
Quality strengthens your site so it will rank better for all keywords (related to your site) and in particular the keywords used in the text of the link

Quantity (when used properly) spreads out your link text allowing you to rank for more of the long tail searches. It is also natural that you will get many times more lower quality links to your site than high quality links. If all you have are high PR links especially from sites that Google suspects are selling links, that is a clear indicator that you are buying links.

A link is a lot like a steak. Would you rather have 1 really tasty and juicy steak, or 5 bland unappetizing steaks?

high pr backlinks are the key to having success in seo. Anyone could get 10000 spammy backlinks, you just need to go a good amount of high quality backlinks

Link Quality is preferred but in addition where appropriate I would go for quantity as well.

I think Link on Quality better Than Link Quantity. Because If you have 1 Backlink on Pr7 better than you have 1000 backlink on PR0
