1 quality link is always better than 100 crappy links. by quality I mean, links that have good PR 95 or above) and related to your niche.
well I normally go for quantity, by ding so we have gr8 chances of getting indexed very quickly in 1st page and I normally find out the do-follow .edu or .gov sites by my own methods to get high pr relevant backlinks to compensate quality. hehehhe
in my opinion quality link is better that low quality link, but be a realistic to get a high quality dofollow and also relevant to your niche it's a damm hard to get. So i like both...if i not find a high quality dofollow then i search for low quality link
Links that are related to your niche are much better to get you ranking higher in the serps with less effort. Do follow, dont follow I find it makes little difference when it comes to related, relevant on topic links. sure you can go and get 1000 backlinks from anywhere but all you do is dilute the overall relevance of links to your site. I always go for relevent on topic links, every time.

I think Link on Quality better Than Link Quantity. Because If you have 1 Backlink on Pr7 better than you have 1000 backlink on PR0
