Of course they matter. The higher the ratio of external to internal links the more link love external sites will get. PR is split equally among all links, including the internal links. I think its perfectly o.k. to give consideration to internal links. You might argue about giving them a different weight in the overall price calculation though. Also it seems that the tool favors low PR sites. Since PR is a logarithmic function, I think the price for a link should be computed on an exponential scale (I just don't know the base, this is something to experiment with)
Does anybody know any tool that would calculate number of outbounds links with formula to calculate PR, I would like to know which pr I can get from the link on pr8 site with 20 outbounds links
