Alright well I have set up a service for link masking. In other words you type the real url you want and click submit to get link that is from another site that redirects. I would remove the part about allowing warez, etc. links. By having this text you are condoning these illegal activities which is illegal aswell. For promotion, go where your target market is. It shouldn't be hard to find places but getting people to switch will be. Good luck!
