I have never used Reciprocal Link Manager, but from the description of features it seems to be a good choice. Since they send their emails from a dynamic IP and since their mails are full of ads it has been eaten by my spam filter several times until I noticed what's wrong.
Just be a little wary of LMA. There is code in the admin portion of the software that hits his site periodically and runs an update statement against your database inserting his links into your footers. This is a bit scary for me, as he could just as easy wipe out all your tables. This is "encrypted" in the code, so it's hard to spot without digging around. I'm not comfortable giving up that kind of access to my data.
I dare to recommend LinkAssistant (http://www.link-assistant.com) I like it - it can find potential link partners as well as find partners' Google PR and Google/Yahoo/MSN popularity, send emails to all of them, generate links pages and many other things. And it really easy-to-use! Well, as I told before, I vote for LinkAssistant!
