Link Keyword Targeting / Building a new link campaign

I am just about to start building a link campaign and to be honest I haven't done one for years. So I have many questions but will divide them up separately so to avoid any confusion. So for this post this is my question:

I am going to target the top 50 sites on the major three search engines under 20 keyword terms.

How important is it to ensure that the keyword term you are targeting is on the page. Or is the link and the theme of the page more important.

For example the keyword I am targeting is orange red dot widgets and the page is about just dot widgets or even just widgets. Would you get more relevancy for the dot widget page than the widgets page OR the fact it is a widget theme page all that matters.

Make sure the website that you want to get links from is at least vaguely relevant. A page about 'orange red dot widgets' is obviously the best, but I'm sure that a link from a website which is generally about 'widgets' will be pretty good. It's the irrelevant links that search engines don't like, for example from a website that has absolutely no reference to 'widgets' anywhere on it.
