Link exchanges in the post-Panda era

    Are link exchanges still useful in the post-Google Panda era? I heard that a lot of websites had their traffic hit for having links from poor-quality websites. Is that true?

    Whether it is true is irrespective in my opinion. Backlinks will always be a huge part in Google's algo. So you will still need to collect backlinks.
