    Can you not have a child board for them that dont have any pagerank on thier sites.
    It is so many that dont have pagerank and want to exchange links with other, but them that have pagerank want trade link with people that have no pagerank.

    That's just pointless I don't think there is any need for a PR link exchange forum not to mention it would be unfair on those who dont have pr. remember PR isn't the b all and end all.
