    Link excanges still work but not as effective as they use to be. I suggest tracking all link swaps to make sure someone does no pull a nofollow on your backlink.

    If you do link exchange with too many irrelevant sites, you may end up getting yourself banned by google . What you are to do is, exchange links with only sites related to your niche.

    You will get banned if you link to lots of "bad sites/neighborhoods" no matter if you linked exchanged or not.

    I must disagree. The fact that one-way link (or link wheels and their permutations) are stronger doesn't mean two way links doesn't help.
    I saw several sites ranking high based only on two way link.

    I wouldn't recommend it as an SEO strategy but it does help.

    Btw, which one of the following is better for site D?

    a<->b, a->D, b->D

    OR

    a->D, b->D

    ???
