I am offering to submit your site to over 30,000 other sites for RECIPROCAL link exchanges via www.linkmetro.com. I am not affiliated with linkmetro but I have a custom script that will semi automatically request link exchanges from paying members. From my experience, requesting lots of reciprocal link exchanges will boost your traffic rankings in google within the first few months until you stop (run out of sites to reciprocate with). This will be good for newer sites or sites that you want to boost the PR.
