Link Exchange VS One Way Link?

    What is the fastest way for me to get a higher pr rating either through link exchanges or by one way links?

    Should I do link exchanges at all..or should I concentrate just on one way links

    also, I have a forum too..should I have links in my forum that link back to my home page?

    Link exchange will not get you higher pr. Exchange links for traffic , not for pr.
    Getting one way relevent links is the best way to get decent pr rating.

    Yes, having links in your forum back to your home page will help.

    There is no difference between a link exchange and a one way link for PR. The same PR is passed.

    The most important is the quality of the link (be it a one way or Reciprocal links). Make sure it is related to your theme and have quality content.
