There are many reasons why people will refuse to exchange links with you:

    1. Some sites do not do link exchange.

    2. Some sites are very selective with whom they exchange links with.

    3. If the owner of the site felt as though their site is significantly
    better than yours.

There are some sites with automated solutions - if you are getting started... good luck with your efforts!

Reciprocal link exchanges were always a numbers game, you had to contact a lot of sites to get one link exchange. Even though many believe link exchanges are dead, there are still very few in my opinion worth getting. About a year ago I emailed approximately 100 sites with an offer to exchange links, all relevent, all lower pr than mine, pr1, 2 and 3 and got two responses. Won't do that again.

Very true. A lot of people are not even interested in thinking about a link exchange. So, when they see the email, it is immediately deleted without even reading it or looking at the site. I have to admit that I do this when I get such emails because I just don't do link exchanges. So, as richromo said, it is completely a numbers game.
