Link exchange is one of the best way to promote site and for high page ranking. I am thinking to create a link exchange team. In this team all those members can take part who are running their own website. I am also running some sites which are now in PR3 and PR2. For example http://www.online-rozgaar.blogspot.com is one of my blog which is now in PR2, so if any body want to link exchange with me i offer him to join my team. I think two linking is no more consider as a quality back links. One way or three way is some how effective.
