    Hi,

As we know, one of the common practices of webmasters is link trade or link exchange. Asking people of the same/similar niche for links exchange . Now I was watching a tutorial about Google PageRank ( http://www.youtube.com/watch?v=H6QRv_bCzEI ) which was saying The best way to increase PageRank is by

    1. creating good content
    2. Participate thoughtfully in relevant communities online and offline.

And said not to buy links if any one needs advertising that has to be nofollow.

So Is link exchange request and creating bank links against google compliance.

But if you spam the webmaster and he complains it becomes a legal issue!!!

Chasing Page Rank is a fools game. Stop! Focus on what the goals are for you in your endeavors. Traffic, conversions, sex with aunts... whatever. Page rank is a false metric of a websites worth. Forget it!
