There are two questions I have

1.Is someone interested in exchanging links with our website for online GMAT Preparation: www.scorechase.com . Its a new website and we do need links

    2. Need advice on where should I keep the links. Currently I have links on www.scorechase.com/vb/links.html . Is that fine or should have something fancy? I am new to this website stuff, so please advice.

Honestly, even if I was interested in obtainin a link from your website... well... your link page is horrible IMO... at least you could make it match the rest of your website, scorechase... Gogle is probably not so picky about this, but you're going to exchange links with real people, so make them feel comfortable when they come to your link page ;)

PS: nothing personal, but you asked for an advice... so here's my humble opinion

Yes, definitely use your site template for your links pages .Even if your site is new or old, image is everything so try to make it look as proffesional as possible.

Agree that your link page looks terrible :D .
Dozens of free scripts for link exchange with pro templates are available. You don't need to do much, upload to server, link to them from your homepage. That's all. They offer also great admin features to control your links.

yeah i agree...try to fixed your link page first... and improve your backlinks by submitting your site to link directories, create articles and submit them to article directories with your site on the resource box, join forums, comment on blogs...increase your PR as IMO most of webmaster link exchange with sites having PR equal or more than their PR...
