It does, for as long as there is a limited (small) number of outbound links. Say you exchange links with a pr5 site and this site has 50 outbound links. You pretty much won't get any decent PR juice (just 0.1).

I have 57 backlinks right now and building up, some of them it's from the same websites, but all these sites are pretty good, like tripadvisor, yahoo answers and similar, but my PR is still 0, why is that?
First of all PR only updates every few months (sometimes as long as 5 months). Second of all 57 links is not very many and from the sounds of it you have your links on PR0 pages. Try building more links and getting them from authority sites and at the next update you should see a PR increase.
PR of any webpage calculated by inbound links of that page and domain. So if you want good PR of your website then try to get links on high pr webpages
Of course PR is related to Links, try for link exchange with High PR sites and of the similar niche of your site.
