besides the commercial version of phpld ( has more features and of course newer features than the free version ) there are several major directory scritps on the web. many have a combination of link PLUS articles, + thumbnails, short and long and very long description + RSS feed from submitted sites, etc. the best would be you google for "free directory submission" to find various directories and then look what you like. most usually ( all?) have the script name at the very page bottom.
Hire a php dev... he can do lot of many other things in hardly 200$ but it can worth you as you can get lot of other benefits e.g. advertisements in your left, right , top , footer sections of the pages (good to earn revenues)
