what are the most important development strategies and guidelines?

I have so far came to the following conclusions, please feel free to add/comment to/on the list below:

1- Build links which primarily generate traffic to your website, this is your main target in the first place. For example a link on wikipedia is no follow but can generate huge stream of traffic to your website
2- Do not spam, sooner or later search engines will detect the low quality nature of your links and penalize your website.
3- Target websites related to your field, you can't have a page having a cooking recipe linking to your football fans page.
4- Keep in mind, 1 good link is worth 10s or 100s of useless or links from bad neighborhoods that might even harm your website.
5- Chose a variety of outgoing links: Forums, Articles, web directories, social bookmarking...
6- Vary the Anchor text of your outgoing links.
    ...

I disagree with a few of your points.. For number 1. You build links to gain higher search engine rankings which then brings you traffic. If the links bring traffic by themselves that is just a bonus..

    3. Targeted websites are better but not a must.. If you are targeting micro niches it is most likely that you wont be able to get any targeted backlinks..

    6. Not true.. Why would i want to use multiple anchor texts if i want to rank for just one keyword? Many of my sites have backlinks with the same anchor and they are on page one for that anchor keyword ;)

thank you for your valuable comments dejanlesi,

If the same anchor text is used in all of your backlinks, search engines will suspect that the link building process was artificially provoked and not naturally generated. Search engines appreciate backlinks generated by other users to one's website, it is after all the true measure of popularity. And naturally generated links by different users, will most probably have different anchor text.

Yeah and that is why i have around 1k dofollow backlinks with the same anchor text and i am in the top 3 spots of Google.. So i am completely wrong and you are right..

Try it and you will see.. The above example is only one of my sites, i have many like that one..

Yes it is true, back links with different anchor links, you can keep some similarities in the anchor text like financing, micro financing, your financing in this way all has financing but some variations.

7- Do Not fall for Scams offering you thousands of links using automated software... link building takes time or money if you are planning to outsource

If that's the case - then I can do that to my competitor's site. Therefore, I have to disagree on that point. Google knows that you can't help it if people decide to point 10,000 links at your site.

you have got a point there, however, many webmasters argue that harm can be done to someone's competitors if he/she decide to, but come to think about it, wouldn't it be better for that person to focus on making his website better rather than bringing his competitor down.

I'm paying to get some backlinks due to lack of time. What's a good length of time to get 100 links that won't piss off the engines?

100 links are not considered as a big number, the length of time you have to spend building such links doesn't have to be more than 2 weeks. however, keep in mind, you should always keep a steady progress, i.e. Instead of building 1000 links in 2 months then remaining idle for another 4 months, keep a steady progress, search engines appreciate this.
