    Are pagerank 0-3 worth buying? I'm trying to get as many backlinks as possible but the higher pageranks cost a little more and my budget isn't intact for that right now.

    Yes,they worth your money if it's PR2 OR PR3.
    But I think it's easy to get PR0 links ;)

    If they are content related sites then they have value for your site (as long as they are not spammy/penalised sites ); it is best if you have your incoming links coming from all sorts of PR pages not only high PR pages.

    not bad but imo you should consider PR4+ links with less outbound links {<50}

    theme-related links are good. Even if they have a PR of 0. PR will increase with time, and every little bit helps.

    Links from Related pages will help. Also you might want to see how long the site has been on the web. If more than like 6 months and still PR0, then there might be a problem...
    The site probably went through 2 PR updates, but failed to get any PR...

    Its worth something to buy links from a pr1 site and above, as long as they are very cheap

    Of course its better to have 1 link from a pr9 site than 1000 links from pr1 site
