link development for not english site

    i decided to work a little on my backlinks. the facts: my site is non english, there are always three or four points where to start, like social bookmarking, directory submission, blog commenting, and so on. my target audience is in non english language from a certain location.
    1. directory submissions- there are quite a lot of directory(for that language), a big part of them are poor quality pr0, and full of ads, the other part witch are quite good quality and size, there are are nofollows most of them, and expensive(lol)..
    2. blog commenting - in general there are few blogs with huge followers
    3. social bookmarking - it's ok, 40% from the visitors are coming from facebook, twitter, bla bla.
    questions:

    does it worth the time, and power to submit my site to every directory(x language)? i know the result would be almost 0, because nowadays traffic from directory's are almost equal with zero. and i don`t need nofollow links like that.
    so actually i think i have really limited possibilities from that language,but i can get high valued backlinks(pr5-9 for free) from english sites.

    so the question is, if i get many backlinks from good english sites, can i get listed in a better place in the search for my x language and niche, or it won't count?

    low quality backlinks from site with x language, or high valued backlinks from english sites?

    Concentrate on links that are from relevant topics AND in your own language and use the hreflang="" tag where appropriate, SY
