Is it OK to start link development before being indexed on google? Or is this the best and fastest way to get indexed on google? Thanks!
Link building is a good way to get indexed on Google. Rather than submitting sites to Google, I prefer to build some links to the site. I've found this way gets you indexed and into the SERPS a lot quicker, usually in 2-3 days, sometimes just a few hours. A lot of people are doing things this way now however, and Google has started to dampen the effect slightly. Press releases and a little social bookmarking is probably the best way to go about it. Google is quite positive towards sites that are newsworthy and this is a good way to take advantage of that.
yes, you can start link building once your setup your website is done. after google will find you.. just continue the link development.

Some high PR website visited by google 3-5 times a day, which mean if your website is found in that page, google will indexed your website asap.
