The number of link you builing daily is never the problem before and after panda/penguin. The only problem is the quality of the backlink. If you can get millions of quality backlink in one day, your ranking will still at top on the SE

This is harder and harder to get free quality backlinks nowadays. Most high PR websites are selling backlinks at a very high prices. Even the free backlinks they offered many years ago were all removed.

In that case, one option you could consider is the 'lower quality, higher quantity' route.

 

before you consider any strategy read google webmasters guidelines first, that will be very much helpful

 

Contextual links from authority sites still work, just be sure to keep your link profile diverse. That means plenty of social links and not too much exact match anchor text.
