    As a newbie, can you tell me the top three things I need to know about links and link development and where I can learn more about them? Thanks.

    Top 3 things you should know:

    1-Link development to your site, improve traffic and search engine rankings. Placing links on other sites will bring traffic to your site as well as improve your search engine rankings. Search engines use link popularity algorithm to rank web pages. Link popularity involves quality and quantity, the more quality links you have, the better place on search engines your site will have as well as traffic.
    2-Link development should be done in a proper way: Search for sites related to your site niche and place a link to your website. How to place a link? Follow any of the Link strategies: Article submission, web directories, blog commenting, forum commenting, link exchanges, link requests and social book marking. DO NOT SPAM!
    3-Before placing a link, make the research of the keywords you want to rank, and use them in the anchor text.

    One thing to keep in mind, is to keep it natural. You'll do more harm than good if you go out and get 200+ links a day.

    #2 Post in forums that have high PR.
    #3 Maintain a good link building strategy so your site could achieve higher SERP.

    i think you have to think 5 points :
    relevant links
    high PR
    trusted web/page (.edu and .gov is most of them) but non edu still can be, depend on how much they have been spammed
    outgoing link in your web

    and i agree with Klutze, it will be better to make it natural
