    Hello,

Is it wise to link build to a "tag" page of my blog.

EX. Link build with the keyword "New York Paper Wasps" leading to
    http://nopests.com/blog/tag/paper-wasps/

Is this smart or should I direct all link to the home page where my PR is.

Also on another note, Why is my homepage PR 3, my blog PR 2 and subpages have no PR?

I don't use tags. But if I did, I'd make sure the tag pages were blocked via robots.txt and had excerpts on them rather than the full page content (depending on the blog platform).

    Dont tags scream "keyword stuffing"?

    I think SEs disregard them

Not really. When done properly, they're just another form of navigation for the users.
