it depends on the site and type you are trying to reach. for social bookmarks for instance, i would make sure to get links from digg.com and mixx.com
or for directory sites, dmoz.org and dir.yahoo.com are among the most trustworthy ones that google choose

I disagree, this certainly is not the best way The best way it to have link bait on your website, basically this is something on your site that people will notice and want to link to. By linking to your site, other sites are saying they value the content of your site and that they think other people will be interested in it, too.
